Thomas R. Mill Memorial Endowed Scholarship for the Public Service Institute

This scholarship was established by family, friends, and colleagues of Thomas Mill to continue his legacy of public service. Tom began his service to Macomb County as a public safety officer for the city of Fraser. He then served as a firefighter/paramedic for the city of Roseville Fire Department before retiring as Deputy Chief of Emergency Medical Services (EMS) and Training. During this time, Tom also served as Adjunct Faculty for the Macomb Community College police and fire academies. In 2000, he accepted a full-time position with Macomb’s Public Service Institute in the Emergency Medical Services department and served in this role until he retired in 2017. Tom left a lasting impact on the students he taught and the community he served. This scholarship will provide financial support to students training to become future police officers, firefighters, paramedics, and emergency medical technicians within our community.

  • enrolled in Police Academy, Fire Academy, Paramedic, or EMT program at Macomb Community College
  • demonstrates academic ability with a minimum 2.5 GPA at the time of application
  • two letters of recommendation that speak to the applicant’s character and commitment to public service
  • preference given to military veterans and adult learners re-training for a public service career
  • award is for tuition, fees, books, and other educational expenses.
